2021-04-21 · In 2020, the European training foundation (ETF) has launched a research action focused on innovation and effectiveness of labour market interventions, particularly in the context of the COVID-19 crisis, with a view to identify main lessons and messages for the next generation of policies and measures aimed at human capital development and improved labour market performance. Digital skills in the EU labour market This publication aims to provide a general overview of digital (IT-related) skills, their subgroups, and the digital literacy of persons in the EU. Particular emphasis is given to the digital skills of vulnerable social groups and the state of the digital skills offered on the labour market. Four main fields of EU regulation of labour rights include (1) individual labour rights, (2) anti-discrimination regulations, (3) rights to information, consultation, and participation at work, and (4) rights to job security. In virtually all cases, the EU follows the principle that member states can always create rights more beneficial to workers. The synthetic indicators show that the level of activity in the euro area labour market is comparable with its pre-crisis peak in the second quarter of 2019, while labour market momentum remains elevated, even if it has slowed somewhat (see Chart B). The two indicators appear to closely capture cyclical movements in the euro area labour market.
